Well I guess I'm embarrassed to say that I thought that the numbers we gave were used for the estimated take for the season even with the knowledge that those numbers were already published for the previous year.

Brad you probably had told me that but either it went in one ear and out the other or my advanced age has let me forget that fact :-( . Anyway after listening to that pod cast it has refreshed my understanding of the necessity of the hip. I just wish that more hunters understood it's function. How many either reply "did not hunt" or give bogus numbers on their take?

To answer your question, it?s hard to figure out the exact cause whether it?s hunters misunderstanding the purpose of the questions, license vendors failing to ask the questions or purposely bypassing the question to speed up purchase process But in some states a surprisingly large number of hunters getting their HIP certification are registered as no hunting migratory birds the previous year. But that?s the purpose of the pilot, educate hunters and have hunters answer the questions themselves.

I fell in love with S. La 20 years ago and I've corresponded with Larry Reynolds for several years now. He's an incredible asset to waterfowl! It's maddening to me to buy a license at a sporting goods store and receive my HIP permit and the vendor never even asks me a single harvest question on the survey.
 
Thanks Paul. I really think Larry did a great job on this podcast. I think he also does a great job in Louisiana. He is passionate about the work and under appreciated by some hunters in Louisiana But he is doing a great job for the state.
 
Larry is one of the earliest people I communicated online with back in the mid 90s on the very first duckhunting forum called SPAV (Sporting Adventures). Larry really knew his trade and used to work very hard to educate the public on how the Fed process worked. Very few people understood the process as that info was hard to obtain before the internet. There were some spirited debates with the hunting public that may have pushed Larry to his limits but he was always professional and helpful. Clint Jeske was right there too. That forum led me to open this forum to chronicle the Scaup build. Larry came around some in the early days but I think by that time he was weary from trying to convince every hunter the feds did in fact have sound science behind their management and their local observations shouldn't drive policy. I always liked reading Larry's writing. He knows how to communicate the "whys" and "hows" management at the Fed level works and understands how the public thinks (or doesn't) and reacts to management of ducks. He was also very responsive in answering my offline questions. No doubt, he is one dedicated professional.
