BUT, to keep us all safe, he will still mandate that only 7 rounds be loaded.

LEO's were not exempt from the law as it was written. They can own AR / AK type firearms but they still can't have more than 7 rounds loaded in any mags. That was another item they overlooked when they sign of on the Safe Act and now they are trying to change it.
