I use paint for some of my picture sizing. Use File open ,then select picture,go to Image, drop down box will give you options. chose stretch/skew. A dialog box will pop up. In the hoziontal box it will say 100%, change that to about 30% Do the same with Vertical. Then click OK The picture should resize. Save the picture as Save as .The putur will say you already have a picture do you want to replace it. I don't I add a letter to the picture name and then save it. You will now have two pictures of the same thing. One is resized for the site. If in doubt click on pic a dialog box will aprear click on propertites.It will tell you the size.
