God, Feds authorized the season , State gets to decide how to implement it.

In Connecticut the Feds approved the 2 black duck per day bag limit, the Commission could decide to be more restrictive and have a 1 bird in the bag or close it completely. Are you suggesting that the Feds should pick the season in each state? You might not like the days or big limits they pick.

For example - South Dakota strongly limits all waterfowl hunting by non residents
The birds are the same federal birds and doesn't SD have federal refuges?
