That boat is smaller, but it's a lot like a restored "Gundelow" I saw down on Great Bay in New Hampshire. They were shallow draft vessels with a square rigged sail and leeboards for moving cargo up and down tidal rivers. With the sail and oars or poles depending on water depth, they were described as "pretty effective if tide and wind were in the same direction".
