layout dimension question

In laying out the stations on my Broadbill I find some dimensions that have a + or - in the dimension. Here's an example. 0-7-3+. I know the the dimension is 7 3/8" but what does the + mean? I've read and re-read the Devlin paperwork and can't find an explaination.

It has been a long time since I have dealt with this but since no one else has answered I will give it a try. Before his retirement my father-in-law was a yacht builder. When I was building my first boat about 20+ years ago he told me that it meant + or - the next division. In this case it would be 1/16".
