Expanding hunting opportunities -- federal proposal

I encourage members to support new rules that would expand hunting opportunities on federal wildlife refuges. The rule has been proposed by the Trump administration (Department of Interior.) I'm enclosing a link that allows comments to the proposal rule. In my area, the hunting acreage on the Parker River National Wildlife Refuge is extremely restricted under current regulations. The new rule would expand acreage there. Other areas also would see additional new hunting opportunities. I think the rules are reasonable, well-informed and good for hunters.

Is there a summary, refuge unit by unit, of what the changes will be. I see a table (Table 1) near the top of the proposal that lists the changes, but it's in some kind of code with letter designations in each hunting/fishing category, and I have no idea what the letter codes mean, or what the change is from today to the future.

There are two units of potential interest to me--Craig Brook National Fish Hatchery and the Parker River Refuge.

I've looked at the Parker River rules in the past and wondered about hunting there. My sister lives nearby. My assessent was that without local knowledge, the rules were complicated enough that I might get myself in trouble. There were "walk-in only" areas, "boat access only" areas, etc., and trying to sort all that out in a dark salt marsh I don't know seemed risky. Having never hunted there, I have no idea if those restrictions make sense or not.

I'd be happy to comment on this if I understood what changes were proposed, but I can't figure that out from the link provided.

I have looked but can't find the specific boundary lines of the new rules for PRWR. You're right, the current rules are complicated and an obstacle to hunting there. I've had the same concerns.
