Patrick, Some thoughts-
What was the bird she retrieved the most? That should help decide what you are going to use to inter her.
Do you have access to cedar, sugar pine to make a hollow decoy?
If so, they get the decoy made in advance. Do not seal or paint until your girl's ashes are inside, then seal, paint, then use.
When I make a decoy for a hunting companion, I usually get a snuff can, which I fill with the ashes, seal, and glue snugly inside the inside of the deke. Might also want to include her first or last license.
When clue has cured, glue up the two pieces, seal and paint, attach keel, and take her hunting with you.

BTW, you can also hollow cork for the decoy. Just glue a 1" bottom board to the deke. Same process.
Hope you have a new dog started. It is always hard saying goodbye to a long time gunning partner. A ready replacement sometimes helps assuage the pain.
