One option is the solid plastic heads from Homer Decoys:

You can trim the necks down to provide different attitudes, even fully tucked.

Thanks Steve i'll look into them. On another note, i bought some decoy bags from Dave on this site awhile back and was wandering if he is still making them? The name on the bag is Canvasbacks of the St. Lawrence. thanks and Merry Christmas
