I would try 2 coats of spar varnish, then 2 coats of kilz primer, then paint to whatever specie you'd like!

I use Progressive, if you have a hull id # and is coast guard certified you shouldn't have a problem getting insurance.

I think so the switch is designed to protect from starting while in gear, might want to check the gear linkage is not sticking/hanging in forward or reverse.
